Commodity Expertise
- Determination of the quantity of goods.
- Verification of the integrity and compliance of all types of transport security devices (seals, locks, clamps, etc.) in accordance with accompanying documents.
- Determination of goods quality according to applicable standards.
- Organoleptic expertise of the goods’ quality.
- Assessment of the actual condition of the transshipment transport vehicle and accuracy of goods loading.
- Expertise to determine the country of origin of goods, under the following conditions:
- a) Submitted documents are correctly prepared, the goods batch to be inspected is located territorially in one place and loaded into one or several (no more than three) transport vehicles, placed either in one warehouse or an open area at one location. Visually, the goods batch is homogeneous. If needed, sampling is done simultaneously, and parameters are determined based on a single combined sample. (If the number of transport vehicles exceeds three, an additional fee of 40 GEL per vehicle applies.)
- b) Submitted documents are correctly prepared, the goods batch is small (not exceeding 10 tons), located in one place territorially, loaded in one transport vehicle, and placed in one warehouse or open area. The goods batch is visually homogeneous.
- c) Submitted documents are correctly prepared, the goods batch is small (not exceeding 5 tons), located in one place territorially, loaded in one transport vehicle, and placed in one warehouse or open area. The goods batch is visually homogeneous.
- Expertise to determine the country of origin of goods is complicated by the following conditions:
- The goods batch is presented at different locations, loaded into several transport vehicles, stored in various warehouses or open areas, loading in some vehicles is incomplete, the goods batch is visually heterogeneous, and simultaneous sampling is not possible if requested.
- Such cases require at least two experts and one or two technical personnel to assist with sampling.
- Expertise to determine the country of origin requiring the study and consideration of necessary manufacturing and technological operation criteria.
- Timber expertise: determination of country of origin, quality, quantity, and species.
- Expertise conducted under technically complex conditions to determine the quality and quantity of goods harmful to health, including machinery, equipment, automatic production lines, complex household appliances, audio-video devices, and computer equipment with issuance of appropriate documents based on the actual time spent.
- Expertise of expired or quality-degraded goods in storage or use (consultative type) to establish actual condition.
- Quantitative research of goods (marking, shape, size, etc.).
- Inspection and evaluation of transport vehicles (visual characteristics and other indicators affecting market or sales price determination):
- Semi-trailers without power units and all trucks with a load capacity of 12 tons and above, buses with 24 or more passengers.
- Trucks with load capacity less than 12 tons.
- Minibuses and all types of light vehicles.
- Special-purpose vehicles (cranes, concrete mixers, tractors, excavators, etc.).
- Motorcycles with engine capacity over 50 cm³.
- Preparation and issuance of quality certificates for food and industrial goods.
- Conducting studies on the production, processing, and reprocessing of goods (raw materials) to determine productivity, actual yield norms, and natural and technological losses.
- Determination of commodity nomenclature codes for presented or named goods (based on results from accredited testing laboratories, if necessary).
- Assessment of damage caused by natural disasters or accidents.
- Determination of material damage to a vehicle caused by a traffic accident.
- Determination of the market or customs value of a vehicle.
